Feminist Crisis in an Age of Multiple Crises
Management: CSW70 Observations

This report, titled "Feminist Crisis Management in an Era of Multiple Crises: CSW70 Observations," offers an analytical assessment of the discussions held at the 70th session of the United Nations Commission on the Status of Women (CSW70) from the perspective of the Circle Civil Initiative Association's feminist crisis management approach. It examines the impact of interconnected crises such as climate change, wars, economic inequalities, and disasters on gender equality, while evaluating global policy discussions alongside the experience of local initiatives. The report aims to address the topics raised on international platforms not merely as policy agendas, but by relating them to the experiences and needs of women's organizations working in the field.

The field knowledge gained from ÇemberDE's work, particularly in Adıyaman following the earthquake, constitutes one of the key references for this report. This experience demonstrates that crises are not merely situations requiring technical intervention; they are also processes in which social inequalities become visible and are reproduced. Therefore, the report emphasizes that feminist crisis management is not only an approach but also a necessary perspective for more just and inclusive recovery processes, and reveals why the knowledge and experience of local women's organizations are vital for global discussions.

ADIYAMAN WOMEN'S WORKSHOP FINAL REPORT:
"WOMEN WANT LIFE!"

The Adıyaman Women's Workshop Final Report presents a comprehensive roadmap focusing on women's equal participation and rights in the reconstruction of the city following the February 6th earthquakes. Prepared in collaboration with the Circle Civil Initiative Association, the Adıyaman Municipality Women and Family Services Directorate, and the Adıyaman Bar Association Women's Rights Center, this study considers achieving gender equality at the local level as a fundamental prerequisite for sustainable development.

The workshop, which took place on May 22, 2025, received contributions from 85 participants, including representatives from civil society organizations, public institutions, and experts in their fields.

The report analyzes the current situation under six main thematic headings: combating violence against women, political participation, women's health, employment and entrepreneurship, the right to the city, and the problems of immigrant women, and develops concrete solutions. Particular attention is drawn to the deepening problems faced by women, such as the increased burden of domestic care, security concerns, and economic difficulties in the post-earthquake period; critical steps such as opening women's counseling centers, expanding childcare services, and increasing women's representation in local decision-making mechanisms are emphasized.

A Guide to Feminist Solidarity and Support in Disasters

As the third anniversary of the February 6, 2023 earthquakes approaches, we are reminded once again that disasters are not just a "moment"; they leave lasting effects for women and communities that extend over years.

Drawing upon this collective memory, feminist experiences accumulated in the field, and solidarity practices, our Guide to Feminist Solidarity and Support in Disasters addresses providing support during disasters and crises not merely as a technical intervention, but as an ethical, political, and feminist responsibility.

This guide;

  • to women's organizations and feminist collectives,

  • to civil society and humanitarian aid workers,

  • to volunteer groups who want to build solidarity at the local level,

  • to those working in local governments,

  • It appeals to everyone who values an equitable approach in disasters.

In the context of the February 6th Earthquakes
RESEARCH REPORT ON THE IMPACT OF WOMEN'S ORGANIZATIONS ON DISASTER RESPONSE

The massive earthquakes that struck southeastern Türkiye on February 6, 2023, profoundly affected the lives of millions. This disaster not only caused physical devastation but also deepened social and humanitarian crises.

While the centralized and standardized methods of public institutions and large humanitarian organizations have created shortcomings in some areas during the disaster response process, women's organizations have played a critical role on the ground with their rapid, flexible, and gender-sensitive interventions. Local women's organizations, with their gender-sensitive approaches, solidarity networks, and micro-interventions, have made a significant contribution to the post-disaster recovery process and played a crucial role in aid activities.

This report is based on interviews, surveys, and focus group discussions conducted with women working in 8 women's organizations, 5 local women's communities, and civil society organizations operating in Adıyaman and Kahramanmaraş. We hope that this report will contribute to strengthening women's organizations for more resilient societies in the face of potential future disasters and crises.

Migrant Women Support Project

The project aims to identify the legal problems faced by women migrating from Türkiye to Belgium, to advocate for solutions to these problems, and to empower women against gender-based violence.

We are conducting one-on-one and focus group interviews with women to identify methods of this empowerment. Because we know that women, both in Türkiye and Belgium, cannot find safe spaces to discuss issues based on gender inequality within the narrow circles in which they live.

Within the scope of the project, we aim to develop training/workshop content using interactive and alternative methods to build safe spaces where these issues can be discussed. We are carrying out the project with the support of Saint Groupe Josaphat in Brussels.

An Example of Feminist Disaster Response in Adıyaman

"Feminist humanitarian intervention has the potential to be a catalyst and transformative force, freeing the humanitarian aid sector from hierarchy by creating a system that embraces justice for all."

As a member of the Adıyaman Civil Society Solidarity Group, we continue our work in Adıyaman in solidarity with local civil society actors. This solidarity produces many joint works. One of these is the book "Adıyaman Civil Society Tells Its Story." We are very proud to have contributed an article to the book.

During our months of work in the disaster zone, we knew our approach was "feminist," but we only learned about concepts like "feminist humanitarian aid" and "feminist disaster response" much later. As women's organizations, we need to be strong at the local level so that we can produce rapid and effective solutions to potential disasters. But does the world of humanitarian aid allow for this? Can a feminist approach play a transformative role here? In this article, we have tried to explain our own field experiences by re-examining them in the context of feminist humanitarian aid discussions around the world. We hope it will be useful in the civil society and humanitarian aid fields.

We would like to thank everyone who contributed to the preparation of this book.
